ISPOR Regional Network Mission and Objectives
An ISPOR Regional Network, a group within the organizational structure of the International Society for Pharmacoeconomics and Outcomes Research (ISPOR), consists of ISPOR Regional Chapters from different countries, who share a common language or geographic location. It represents Regional Chapter members interested in the science of pharmacoeconomics (health economics) and outcomes research and its use in health care policies and decisions.
An ISPOR Network supports the vision, goal, and the mission statement of the Society, which is to advance the discipline of pharmacoeconomics (health economics) and outcomes research and to facilitate the translation of this research into useful information for health care decision-makers at all levels.
The objectives of an ISPOR Regional Network are to:
- Encourage research in the discipline of pharmacoeconomics and outcomes research (clinical, economic, and patient-reported outcomes) and its further implementation in the health care decision making process in the region;
- Promote education of the discipline that evaluates the effect of health care interventions on patient well-being, including: clinical outcomes, economic outcomes, and patient-reported outcomes;
- Support the development of pharmacoeconomics and outcomes research discipline by providing training opportunities, the most current research tools, techniques, and methods for researchers and decision-makers in the region;
- Serve as a resource at the regional level for researchers, who specialize in pharmacoeconomics (health economics) and patient health outcomes, as well as those interested in the use of the science in health care decisions;
- Provide a platform for ISPOR to grow and expand its activities in the region;
- Build ISPOR global network and provide an opportunity for current ISPOR members to share their knowledge and expertise with health care professionals in the region;
- Promote and support the formation of ISPOR Regional Chapters in the region;
To fulfill the objectives of an ISPOR Regional Network, a Network:
- Initiates and/or promotes quality educational opportunities on pharmacoeconomics (health economics) and outcomes research (clinical, economic, and patient-reported outcomes) principles in the region through organization of regional conferences, training activities, and translation initiatives, such as: ISPOR books, IDLP Modules, and ISPOR Good Practices for Outcomes Research articles;
- Initiates and/or encourages opportunities for regional collaboration and communication among different stakeholders including health care researchers, decision-makers, practitioners, and health technology providers;
- Initiates collaborative research proposals among members of different Regional Chapters;
- Initiates and/or engages in region-based forum presentations presented at ISPOR meetings;
- Encourages submission and/or participates in preparation of articles focusing on pharmacoeconomics (health economics) and outcomes research studies of the populations in the region for publication in Value in Health Regional Issues, ISPOR CONNECTIONS, or on ISPOR website;
- Initiates and/or develops networking opportunities and collaboration with scientific organizations and institutions in the region; and
- Promotes ISPOR and/or supports the development of ISPOR Regional Chapters in region and supports ISPOR Regional Chapter activities.
ISPOR Regional Network Membership
Membership of an ISPOR Network is open to all ISPOR Regional Chapters members, who are interested in advancing the science of pharmacoeconomics (health economics) and outcomes research and its use in health care decisions, and who share a common language or reside in a common geographic location.
Members: researchers, health care practitioners, health technology providers, and health care decision-makers from local, regional, and national organizations.
ISPOR membership is not a criterion for membership in an ISPOR Network, but is highly recommended to facilitate the growth of pharmacoeconomics and outcomes research in the region.
ISPOR Regional Network Organizational Structure
An ISPOR Network is composed of the Executive Committee and three Working Committees: Education Committee, Publication Committee, and Research Committee. The Executive Committee is the governing body.
ISPOR Regional Network Executive Committee
The Network Executive Committee is the policy- and decision-making body of the Network.
The Executive Committee consists of:
- President of ISPOR Regional Chapter, unless a Chapter representative is appointed by the Chapter President. A Chapter representative must reside in the region and be a member of ISPOR
- Chair, Chair-Elect and immediate Past-Chair of the Executive Committee
- Chair (s) of the three Working Committee
The Executive Committee responsibilities are to:
- Facilitate ISPOR activities in the region;
- Oversee initiatives led by the Network;
- Initiate educational activities focused on promoting pharmacoeconomics (health economics) and outcomes research in the region;
- Promote and facilitate ISPOR Regional Chapters activities in the region;
- Recommend topics for forum presentations given at ISPOR meetings;
- Recommend ViHRI Co-Editors-in Chief candidates to the ISPOR Board of Directors, and Co-Editors and Editorial Advisory Board (CEEWAA) candidates to the ViHRI Co-Editors-in Chief; and
- Provide updates on important health scientific and policy changes in the region to the Executive Committee.
The Executive Committee Leadership:
The ISPOR Network Executive Committee is led by the Chair. The Network Executive Committee Chair and Chair-Elect election, term, and responsibilities are as follows:
- The Chair and Chair-Elect must reside in the region, be a member of ISPOR, and is or has been a Chapter President in the region. All Executive Committee members are eligible to vote. The candidate with the majority votes is the elected Chair-Elect. The Chair conducts election for the Chair-Elect. The election of the Chair-Elect is in June.
Chair Term of Service:
- Chair-Elect is 2 years, then 2 years as the Chair, and 2 years as the Past-Chair. Term of service for a Chair, Chair-Elect, and Past-Chair is July 1- June 30.
- The Chair presides over all meetings of the Executive Committee; represents the Executive Committee when called upon to do so; provides an annual report of Network activities to ISPOR Board of Directors; and gives a welcome presentation at the ISPOR Network Reception;
- The Chair-Elect presides over meetings of the Executive Committee in the absence of the Chair; and assists the Chair with the responsibilities of the Executive Committee.
ISPOR Regional Network Education Committee
The role of the Network Education Committee is to encourage, facilitate, and promote ISPOR educational programs in the region. The Network Education Committee may develop working groups, for example: training working group, translation working group, student working group.
Membership on the ISPOR Network Education Committee, unless otherwise indicated, is open to all Network members who are interested in promoting education on the science of pharmacoeconomics (health economics) and outcomes research in the region.
- The ISPOR Network Education Committee is led by the Chair.
- The Chair and Chair-Elect are selected by the Network Executive Committee from the ISPOR Network Education Committee members.
- The Chair and Chair-Elect must reside in a country in the region and be a member of ISPOR.

ISPOR Regional Network Publication Committee
The role of the Network Publication Committee is to promote the science of the pharmacoeconomics (health economics) and outcomes research in the region by facilitating the development of Network newsletter and articles submitted to the VIHRI. Working groups to be developed based on the committee needs.
- Membership on the ISPOR Network Publication Committee is open to all Network members.
- The ISPOR Network Publication Committee members must reside in a country in the region.
- The ISPOR Network Publication Committee is led by the Chair.
- The Chair and Chair-Elect are selected by the Network Executive Committee from the ISPOR Network Publication Committee members.
- The Chair and Chair-Elect must reside in a country in the region.
ISPOR Regional Network Research Committee
The Network Research Committee is formed to design and/or engage in projects that enhance the science of the pharmacoeconomics (health economics) and outcomes research (clinical, economic, and patient-reported outcomes) and lead to improvements in the health care system in the region. The Committee facilitates the development of ISPOR Global Health Care Systems Roadmap and provides updates to ISPOR PE Guidelines (if applicable). Working groups to be developed based on the committee needs.
- Membership on the ISPOR Network Research Committee is open to all Network members.
- The ISPOR Network Research Committee members must reside in a country in the region.
- The ISPOR Network Research Committee is led by the Chair.
- The Chair and Chair-Elect are selected by the Network Executive Committee from the ISPOR Network Research Committee members.
- The Chair and Chair-Elect must reside in a country in the region.
ISPOR Regional Network Committee Chair Term and Responsibility
- Term of the Chair and Chair-Elect is 2 years. The Chair-Elect then becomes the Chair, and the Chair may then serve 2 years as the Past-Chair. Term of service for a Chair and Chair-Elect is July 1 – June 30 unless otherwise indicated.
- The responsibilities of a committee Chair are to: conduct and preside over all meetings of the committee, oversee working groups, represent the committee when called upon to do so, provide a work plan for the committee annually and an annual report of the committee activities to the Network Executive Committee Chair.
- The responsibilities of a committee Chair-Elect are to conduct and preside over all meetings of the committee in the absence of the Chair, and assist the Chair with the responsibilities of the committee.
ISPOR Regional Network Operations
- The ISPOR Network is operated primarily through e-mails, teleconferences, or face-to-face meetings. Network members receive regular updates via emails on planned activities as well as initiatives in progress.
- All Network members are encouraged to join one or more committee(s) of the Network and participate in the meetings and other activities initiated by the committee. All committees of the Network are led by the committee chair.
- The Network committees and working groups meet at least twice a year via teleconferences or face-to-face meetings at an ISPOR Meetings, or unless otherwise indicated. The committees and working groups may meet individually or jointly as determined by the committee chairs.
- Membership and work progress of the Network committees and working groups is evaluated every year in January (unless otherwise indicated). Members who are inactive (e.g. do not participate in Network activities via emails, teleconferences or face-to-face meetings over a 12 month period) will be requested to resign.
